PC Party Girl Not Respawning

the party girl died off-screen and I don't know how she died. I have a house for her that can only be entered with player only buttons. She hasn't respawned for about 10 in-game days. her house works as an NPC house, and she has lived in it before. it is nowhere near the corruption. her requirements are still met, as there are 21 NPCs in the game. why wont she respawn?
 
From the wiki:
Unlike most other Town NPCs, the Party Girl has a random 1/40 (2.5%) chance to spawn every morning once the criteria below are met, rather than being guaranteed to appear once fulfilling them. This random chance also applies to her respawning following her death.
