The holder gain the ability of place block and walls on air.

This is sold by the exact same NPC and at the exact same time as the Ice Rod which allows you to do the exact same thing.

But this one would be better. Maybe the player could obtain it by crafting it with the Ice Rod + Some Ectoplasm.

Is one less click that would be used to place the first Ice Block really better, and so much more that it has to be placed after Plantera, when the Ice Rod also has uses in combat such as blocking off enemies/projectiles or resetting flight time without taking up an accessory slot?

Maybe it could be used from the inventory. And also, not using mana, and placing the Block you want directly, without need of Magic Ice Block.
And more: maybe it could be used in a crafting tree in which the player uses the Presserator and the Ancient Chisel, plus this Phantom hand and he crafts a new item.
Then, the player uses this new item, plus the Toolbelt and the Toolbox, and he has another new item. And finally, with this super good item the player crafts the ultimate Building item with the Architect Gizmo pack, which I don't have a good name yet.
