Hmm... according to the wiki, the Picnic Table and the Fancy Picnic Table already count as both a flat surface and a comfort item for housing purposes. I haven't tested if they do actually satisfy the requirements for a house, but if not, then I assume that's because of limitations of the game engine.

It already does, I always do Picnic Tables when making housing for a ton of NPCs.
