This is not a bug. This is intended game behavior (i.e. it's supposed to happen when you submerge yourself in shimmer liquid). If you wish to avoid shimmer phasing, wear the [Chromatic Cloak] accessory (obtained from throwing a Star Cloak into shimmer).

No problem! I learned about shimmer phasing by trying to go fishing in it... I got dragged through blocks the same way you did.

As cosmogyral-delirium explained above, this is an intended feature of the Shimmer to cause players to go through blocks after making contact with the liquid. (Unless you are wearing a Chromatic Cloak)
