Resolved [PS4] I can't create characters or worlds

Whenever I try to create a new character the sunflower in the bottom right will continuously spin while the background animation plays my game never Frezes. Nothing happens though I have deleted the game and reinstalled it I have rebuilt my database I have uploaded and downloaded my system storage in all kinds of orders with no results. And when I try to create a world the progress bar will reach the very end then the same thing happens the sunflower spins the background plays the only difference being is that there's a progress bar that never ends. Please help I can not play the game does anyone know how to fix this?

Not a big ps4 person here, but maybe try deleting the memory of the game.
