Question about the Rainbow Trail mentioned in the Journey's End spoilers

I've searched all over trying to find whatever makes the rainbow trail and have come up empty.

Has it not been implemented yet or am I missing something?

I believe that is from a mod called Elements Awoken, and an item called "Boots of Nyan"

I think it was repurposed for the celestial starboard.
