PC Receiving tile data stuck

I have problem with "receiving tile data". Sometimes it can stuck at 6%, 13% and even at 0%..
I tried in many ways, for example:
1. Disabled firewall
2. Disabled Windows defender
3. Turned portforwarding
4. Permitted the 7777 ports
5. Reinstalled game
6. Deletes all game files and restored it
7. Verified integrity of game files
I did almost everything and NOTHING works... My friends can't join me, and I can't join them.
But they can join eachother, so only me has this problem.
Please guys could you help me

Yes, we tried different characters and different worlds, and nothing worked.
But I noticed that I can connect servers with IP. So can it be problem with Steam or maybe Steamworks?
Because it's a few strange that I can join servers with IP, but not through Steam.

I think I found solution. The problem was with my ISP (providers).
After many attempts to fix the problem, I decided to change PPPoE ip to automatic IP (that was not a good idea, because my internet died after that). But, after internet dying I called to ISP, and they fixed the problem. So, after returning of internet I tried connect to my friend and it worked.
So, if you have the same problem - solution can be with your ISP.
