As we all know, the Rod of Discord is a 1/400 drop from Chaos Elementals. CEs have specific spawn requirements (according to wiki):
The player is not standing in front of a safe background wall
No NPCs are housed nearby
The player has used an item or moved within the last five seconds
Can only spawn on pearlsand, pearlstone, or pink ice
Let's assume we add an enemy for each evil and give it these same requirements, perhaps Shadow/Blood Elementals to continue with the parallel, and give them a drop of the same 1/400 chance. I think the new drops should also be "Rod of ___"s, as well as being unique utility items that will be sought after by players much like the RoD. The "Chaos State" debuff could expand to penalize using any of the rods, or each rod may have an individual cooldown penalty. Artwork could be a simple recoloring of the RoD.
A couple effect ideas I have are:
Corruption: Rod of Vacuum
Suck all non-coin items to the user
Crimson: Rod of Avarice
Suck all coins to the user
Corruption: Rod of Shadow
TP player to mouse, brief dodge
Until an attack is dodged, gain 30% move speed. Upon dodging, the attacker is inflicted with cursed flames for five seconds
Crimson: Rod of Blood
TP player to mouse, brief dodge
Until an attack is dodged, gain 30 hp/s. Upon dodging, the attacker is inflicted with ichor for five seconds
Hallow: Rod of Discord
TP player to mouse, brief dodge
Until an attack is dodged, gain 30 mana/s. Upon dodging, rain 10 stars like the star cloak
* May need balancing, or only take one unique dodge effect after the TP
Rod of Shadow:
TP, five seconds of +20 defense
CD 15 seconds
Rod of Blood:
TP, five seconds of +10% damage
CD 15 seconds
