Slow Downloading, And Frames Issue

Ive been trying to play terraria on my new PC for the past few months and have had no luck. first off when i try to install the game it stops at 14% until i wait about 4 hours and then it becomes done out of nowhere. After its done downloading i launch the game, all fine and dandy until i actually get into a world. The game says its running at 60 fps but it feels like its running at 20. I have done all of the things that google has told me to do, but i was wondering if you guys had any feedback for me. Ill leave my PC specs below just so you know its not my PC being dumb :p


GPU: GTX 1060 6gb
CPU: Ryzen 5 2600
RAM: DDR4 3200
 
How does having frame skip off bug the game out for you? If it makes it run too fast there are tools to limit the games frames per second. If you set it to off does it appear to make the game run smoother?
