Weapons & Equip Small Change for the Band of Starpower and Celestial Cuffs

I don't understand why the band of starpower is locked to only corruption worlds. That means that the best mage accessory(IMO), the mana cuffs, requires a corruption world to play, preventing you from getting the crimson cloud rod, golden shower, and life drain unless you want to make another world. That's why I suggest this change:
Band_of_Starpower.png
will now be sold by the Traveling Merchant in crimson worlds after defeating the BoC, for 2 Gold. To make up for this,
Panic_Necklace.png
will now be sold by the Traveling Merchant in corruption worlds, after defeating the EoW, for 2 Gold.

In addition, there isn't much of a point in making the celestial cuffs, as most magic players will already be using the Celestial Emblem. I propose this change:

Celestial_Cuffs.png
will now be crafted from a Celestial Emblem instead of Celestial Magnet, and give 10% increased magic damage.

The celestial cuffs are good in pre-hardmode, if your lucky enough, but this is a good suggestion. Support!
