PC Spectre Hood not healing?

When using the Spectre Hood, the healing effect does not take place. I have the full set equipped and the bonus does infact say that magic damage done to enemies will provide healing to the player with the lowest health. Since I'm singleplayer, it should heal me. However, it does not. Known bug? This is one of my first posts on the forum so sorry if this is known.

I am playing modded with tmodloader. I use Calamity, Thorium, and many other content mods but none of them affect stats of vanilla items.

It's not a bug in vanilla, so one of your mods must be causing it. Just run the game without mods and you'll see that it works fine.

if it is not one of your mods than it's either
1. your in expert mode and the healing is drasticly decreased
2. your using weapons with low damage (since it causes -40% magic damage)
