There's just about no real reason to even visit the angler after prehardmode. Fishing armor is dismissed as a gimmick after the very early game, since it barely provides any defense, and somewhat increases fishing power, but still not enough to the point where you feel the need to always switch back and forth to it to get buffed. Fishing and summoner have many things in common, mainly, low def, getting 1-3 shot by overworld mobs, and generally hands off gameplay prior to whips being added. All these observations can be used to notice how convenient it would be for the angler, to perhaps offer you a certain new hardmode summoner set that also buffs fishing power and maybe bait usage efficiency. Not only would this give a real reason to visit him after wof(the lava rod is way less useful for this since now the main way to get lava fishing is the accessory from hell crates and hell bait, the bottomless water bucketand sponge would be way more useful in prehardmode because most people tend to just farm the cellphone as soon as possible because of the amazing convenience and not having to hold so many extra items, and the fin wings aren't worth enough to be worth grinding for them with that low droprate at a 24 minutes per try cooldown {although ig the droprate gets higher because people would have fished a lot for cellphone already}, however since the new fishing set would be worth it, people would be fine with low droprate ), but it would also make boring but very popular fishing sessions more fun and less tedious to get murdered through walls just to run back to your pond.
Since the focus of this armor would be fishing, and fishing is focused on stationary ponds, maybe the set bonus could be that holding down would spawn an ocean themed sentry in the water, that also attacks enemies through walls, and prioritizes the target near your cursor when you hold down(because a sentry that can just finish off all kinds of mobs before they touch you and even the strong ones would be too much near endgame to actually be useful so you still need walls because it's not strong enough , also because since you'd be busy fishing with your rod, you can't really use whips rn and only a set bonus). Maybe a squid-like sentry that can be summoned many times, and each consecutive squid connects with the others to deal damage along a line between them, but squids that are still in water are powered up and the lines connected to them do more dmg(this way the set is more encouraging fishing than general use on crowd control)Edit: the land squids could despawn faster to reflect how squids in real life should not be kept out of water for long periods of time, therefore achieving the same effect of encouraging fishing.
Now I know that it may seem like a fishing for hardmode would be pointless because most fishing rewards can be acquired in prehardmode anyway, but in most servers I'm in, fishing is a staple as ressources are limited. Too late on the dungeon raid and you still want to craft the ankh shield but we're post plantera dude? Go fishing. Wanna craft a terrablade but no muramasa/enchanted sword/starfury? Go fishing. Wanna make a cellphone but every single wooden chest you found is looted? Go fishing and slight mob grinding.
A fishing set for hardmode after you didn't have time during prehardmode so you can get the materials you just can't find would definitely be a welcome addition to the servers I play in, and even small worlds where it's harder to get an enchanted sword until you notice you need one for the zenith.
On the topic of cool additions to the ocean that also give a reason to visit the angler, he could also have an ocean/fishing rod inspired whip that could be acquired during hm.
I also heard that the terraria devs are thinking about adding cool things to the ocean so an ocean themed summoner/fisherman set would def be super cool lol❤️.
Thanks for reading through all this , I guess it would be a lot of work to add a new set with an effect like that sadly.
