Terraria version 1.1.2 , tConfig version 0.35.3a, old.

Installation

1. Have a legitimate copy of Terraria installed through Steam
2. Install the Game Launcher (abandoned/unsupported)
   
3. Run the tConfig
4. Mod files are placed in: 'My Documents\My Games\Terraria\ModPacks\'

It's easy, you don't need 1.1.2 installed. Just have 1.2.4.1 with game launcher, then download the .zip above or whatever. To install, place all the insides of the .zip inside your terraria folder, you should know where that is. Then open game launcher, click "Add App" and enter these: Name*: tConfig
GLI Name*: tConfig
App Path*: C:\Program Files (x86)\Steam\SteamApps\common\Terraria\tConfig.exe
Version: 1.1.2 0.35.3a

for app path just find your tConfig.exe. Then click save, and run tConfig. That should work!

Thats odd, your launching tConfig from game launcher right?

It could also be that you did not put all the tConfig files in your steam folder, I dont know if it's in the same place for windows 8
