PC Terraria 1.4.1 doesn't launch

Even re-installing the game multiple times, delete the archives, uninstalling TModLoader, but even with all of that when I try to launch the game it just stays a couple minutes trying to and then just stops, without even opening the game, it doesnt even appear in the task manager.
This is just happening to me with this update, in 1.4 it worked perfectly fine.

also happens to me, the game stays for 2-3 minutes trying to open but then immediately close.
checking the "games integrity" it always fails on one file, steam downloads this file but if you check again it will say its missing again.
also 1.4 worked fine.
