Terraria and a select few other games don't use GPU or CPU for some reason

So my Terraria does not use anything when I'm playing at all which makes my game really stutter a ton and my Pc specs are RX 580, Ryzenv 5 3600, 16gb 3200 ram, and a 144hz monitor. I've tried a ton of guides and nothing seems to work, in game settings, reinstalling, messing around with graphic drives, uninstalling and reinstalling specific drives, even changing my locked hertz to 60hz. Nothing seems to work and it does the same with Tmodloader and it is really getting annoying trying to play without stuttering. If someone can hopefully tell me a fix, I'd highly appreciate that.
