Terraria Black Screen

Ok so, my friend is having a problem where the re-logic logo shows and the loading gets to like 6% and then the screen goes black but he can still do everything but wont be able to see what he is doing.
We tried updating his drivers - didn't work
reinstalled the game - didn't work

this is what he gets when he finally creates a world

I'm having this exact same problem. Goes black at 6% for me as well.

- Tried Compatability mode
- Tried Running as admin
- Tried deleting all terraria related files and reinstalling
- Tried restarting PC
- Tried changing video settings
