Terraria Freesync Brightness strobing/flickering? Framerate skip ON

Hi, I have this problem when I play terraria I noticed this constant brightness strobing when freesync is on. I experimented a bit by turning Framerate skip off, that changes my FPS from 60 to 144 and the strobing is gone. Seems like it's the game.. but when I tried to cap my FPS to 60 using rivatuner, The strobing is there again. It's pretty an annoying issue for me. I also tried borrowing my friend's GPU (Same drivers 19.12.3) and installing it but no luck . Same result via HDMI cable too.

Some fix I found good
Turning off freesync eliminates flicker
Setting monitor's refresh rate to 60hz solves the flicker

Its nothing with the game. Have you recently Updated your monitor or Drivers. It seems like at a higher FPS and Refresh rate you cleared the issue.

It's on the latest drivers. My monitor is just a plug and play monitor.
