PC Terraria freezing PC when opening

so when i load up Terraria i just freezes a infinite blue loading circle shows up i can move my mouse but noting else :'( i was playing just fine yesterday. I've tried reinstalling the game, reinstalling the redist, tried running as admin, tried change the compatibility from windows 8 to windows 7, tried change my Microsoft.NET folders owner to Administrator, tied uninstalling steam, tried unoverclocking my cpu, yet nothing worked
my pc specs
i5 9600k
HYPER 212 BLACK RGB
Asus ROG Strix z390-H Gaming
16gbs 3200mhz
GTX1060 3gb
860 EVO 500GB
EVGA 600w br

I've also done the Verify integrity of your game files...
it says 2 files failed to validate a will be required
then i do it again and it say 1 file
then it goes back to saying 2 files nothing I've tried been working i just want to die in my 2d game :'(
 
so i reinstalled it to a different drive and now i get the error
