As far as I can tell, this is most likely an issue with your .NET installation, which (for the version Terraria uses) is very difficult to repair manually. I'm afraid that at this point the only thing I can recommend is to reinstall Windows, though I fully understand that is quite a drastic measure considering you would have to back-up all your personal files and reinstall all your applications. I'm sorry I couldn't be of any more assistance.
