PC Terraria server hosting issues

I am trying to host a Terraria server using a standard windows user account and basically the minimum required privileges. I can host the server from an admin user fine and everyone can connect to it but hoping to have it a bit more secure than an all access admin user account but when I try to host from the standard user account, nothing can connect to it which makes me think its a windows 11 setting somewhere. Never hosted a server of any kind before so never had to deal with this but what settings would I need to change on the standard user to make this work? Thanks.

If you are concerned about security, using windows is probably not your best bet, most notably using a non admin user does almost nothing in this case.

Dang, would rather not mess with other OS for this. Have any tips for what I can do to increase security for other computers on the network? I can wipe the computer so that the server is all that is on it and not be worried about it at all but then concern would be other things on the network. It is a server for me and a couple friends but noticed about 20 other IPs trying to connect within about 30 minutes.
