The actual original quote is "A game is only late until it ships, but it's bad forever." and it was said by Siobhan Beeman at the Computer Game Developers' Conference of 1996.
And regardless of who said it or how, the idea behind the quote is no longer relevant in our Internet era where every electronic device can be assumed to be constantly connected to the Internet. After all, we're not talking about a rushed-or-not game here; we're talking about an update. For a game that was originally released 14 years ago.
