PC Terraria stuck at "Connecting to *********"

Hi! I need some help. Me and my friend have been trying to play multiplayer for an hour now. Terraria is stuck at the connecting to screen. We tried connecting to each other via steam and ip address. We even try inviting the each other while in game but nothing is working. I played multiplayer with my other friend before and he could connect to me without any problems. Is there a way to fix this?
