PC Terraria won't launch from Steam when "Support4K" is set to true

Terraria version: 1.4.4.9

Issue:
On a fresh, default install of Terraria: When trying to run Terraria from Steam, the game crashes without launching - I hit play, steam's green button turns blue, the cloud sync occurs, about 3 seconds pass... and then the Play button reappears. The taskbar icon flickers into existence for a moment, but I don't see any of the game's launching or title screens.​

After a fair amount of troubleshooting, I was finally able to get the game to launch by changing Support4K:True in Documents\My Games\Terraria\config.json from True to False.​
​
This enabled me to launch the game, but capped at 1080p, and fullscreen.​
​
However, I discovered that I CAN launch the game with the Support4K setting enabled and with Steam open... if I launch the Terraria.exe file manually.​
​
Which is nice... but I don't want to have to spend another 3 hours of troubleshooting the next time I want to return to this game. I'm hoping you can point out to me where things are going wrong so I can launch from steam with the Support4K setting enabled.​

PC Specs:
  • CPU: Intel i7-12700K
  • GPU: AMD Radeon RX 9070 XT
  • RAM: 2x [G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3200] for total 64GB
  • MOBO: MSI Pro Z690-A
  • Storage: Installed on D:\ drive, Samsung 980 Pro 2TB NVME
  • OS: Win 10 22H2
  • Monitor: ASUS ROG PG279Q 2560x1440 @ 150Hz

Troubleshooting steps already taken:
  • Clean install of Terraria
  • Drivers up-to-date
  • Uninstall and reinstall all the .NET Framework versions.
  • Uninstall and reinstall XNA Framework.
  • Verified Integrity of files
  • Deleted Documents\My Games\Terraria\config.json
