Terraria won't launch through steam or through exe on new PC

I recently got a new pc (amd ryzen 9600x, rx 580, windows 11 pro) and reinstalled terraria on it. Terraria worked fine on my previous pc which was quite a bit older. but now when I try to run, then button goes blue and does the usual for a split second, but then after a second or 2 it goes back to green. This only is happening with 2 other appications of mine (celeste and sa1) but I have gotten the first one to work by changing the beta to opengl, and the other still isn't fixed. It doesn't leave any error message but I was able to get a log file so maybe that can help me out. I have no ida why terraria isn't workng on this new pc.

Tmod loader works by the way.

I have tried the following things:
1. uninstall and reinstall
2. validate files
3. try an older version of terraria
4. reinstall and repair xna framework
5. changed my graphic settings in windows to high performance rx 580 for the application
6. run steam and the terraria exe in file in administator mode
7. porting the exact files from my old pc to the new one
8. delete config.json
9. update my driver for my gpu and motherboard

I feel like I have tried everything but nothing seems to work.
please if anyone knows what this log file is asking of me please tell me

Hey @Hastyy, I'm sorry to hear you're having problems with Terraria.

This issue appears to be caused by an incorrect or corrupted installation of either XNA or .NET. Unfortunately, we have not yet been able to find a comprehensive fix for this outside of outright reinstalling Windows, which would require you to reinstall all your applications and comes with the additional risk of losing your personal files if they're not properly backed-up. I'm afraid I don't have a better solution for you.
