NOTE: I am unable to think of/make sprites for this, so if people want to make sprites, go ahead without asking.
Making Sparks...
So I was doing... something one day and thought of an electric city. Then I figured it could be a Terraria Biome! I had it all figured out in my head until I typed it up on a google doc like 6 weeks ago (probably more). At first I thought it could be a surface biome, then this came to me:
There's not enough room on the surface! Why not make it an under ground biome?
It'd be too big and too open for the underground! Why not an alternate Hell?
That's where the main part of this came in. I first thought of the name "Electell" (electric Hell) which I thought was just too weird. This is what I came up with half an hour ago.
This is probably my biggest post yet.
Blocks and Structure
Enemies
Armor (and craftable weapons)
What We've all been waiting for...
THE BOSS!
If I missed anything, just post.
If you have sprites, I'll use the reserved reply to add it in. I'll put the credits at the bottom of that reply, promise.

Blocks and Structure
What's the main structure of the Underworld?
Demons? No
Houses? No
Wall of Flesh? No
Lava? Spot on! Well, you probably won't see lava with an electric city, because it is out of the theme and metal melts! This is a proposition for a new liquid:
Battery Acid. Yep, that's right, battery acid. Imagine light blue lava for the sprite (until it gets here).
Battery acid is like lava - it hurts you and makes you wish you were more careful. Because I can't help you with caution, we can skip that part. But the hurting part is not instant - it does LESS damage than lava on contact.
The more hurtful part is the debuff. This would be called "Spark". It is like "On Fire!", but with an ability. It hurts a bit more than lava, but it emits light. This helps if you need a quick light source, or you can be resourceful if you get in an incident. Another ability: If you are in the same liquid as another enemy (except BA, it would already have it then), the spark is now on BOTH of you, but it's cut in half for each enemy (this may be so that it only cuts in half once, but whatever).
BA + Water = Broken Cell Phone Block (obsidian & its uses) "Put it in rice for three days!"
BA + Honey = Sweet Cell Phone Block (crisp honey) "So sweet you didn't know it was soaked!"
BA + Lava (from caves or Hell world) = Overheated Cell Phone Block (just a block if they collide, may have another use) "WATCH OUT! IT'S GONNA BLOW!"
Another important part of the structure: Ash.
This was hard. I had to really think of something for this part. Metal? No, that gets overused. Solid Battery Acid? Nope, that in no way makes sense.
Pile of Nanities - YES
Here's an old suggestion where I got that idea, which I also think it should be added, because it's really simple and fits with the idea: https://forums.terraria.org/index.php?threads/nanite-furniture.6590/#post-676778
Simple: The piles make up most of the underworld, and can turn into 5 nanities a pile. What's that? Easy nanities? I THINK NOT!
It would also add a crafting station, sold by the Cyborg in Electric City worlds, which is required to make the conversion. 7 gold should be right (feel free to change).
NOTE: Miniature sparks are just Hellstone that drop battery acid. Used in the making of Spark Bars.
The next part of the structure? Houses. These are called the "Tech Households," in which Gamer Freaks (look in enemies) spawn in. They are made of Cell Phone Bricks and furniture, with no relation to the Nanite Furniture link above.
Now what is the last one? Shadow Chests. These hold special loot, with weird weapons but the same common loot (can appear along with the weapons) as the Shadow Chests. They're called Virtual Storages, and have a neat quirk: They are 1x1 blocks. If it wasn't, how could you call it a virtual storage? If it needed a 2x2 space to fill it, that would be physical, not virtual.
Weapon List (this is copied straight from my Google Doc, because I honestly don't want to write it all again):
Leaky Battery: “It always keeps losing charge!” accessory, protects from Spark.
Meteorite Bars (same as Shadow Chest amount)
Security Bow: Similar to Hellwing Bow, but will only fire Hacker Bats if the camera sees an enemy or the bat can bounce to an enemy. Emits light as it “scans” if there is an enemy in the direction it’s going. Can scan pretty quickly. It will change direction if it misses or the target moves. It won’t move for more than 10 blocks away from its original turn point. Can do this as quickly as a Hellwing. If inaccurate, this can be pretty slow. This is encouraged to go near the way the player is pointing, making it a bit faster.
Attack: 21
Velocity: 4
Sell: 4 Gold, 5 silver.
The Static Electricity: Spear, can be held out for 3 seconds, where it acts like a yo-yo, except if it goes back at all, it comes in the entire way to be held out again. It also must be held out the entire radius to attack. 33% chance of inflicting Confusion.
Attack: 33
Knockback: 4
Velocity: 4

Charged Blaster: Unlike the Phoenix counterpart, it can not be made with a handgun. It must be found in Virtual Storages. 15% chance of inflicting Spark.
Attack: 19
Use time: 10
KB: 1 (this is for the Unreal Modifier)
Velocity: 15
2% Chance not to consume ammo.
Book of the Spark: Fires a magical Bolt that sticks to the closest wall and goes around it like a Blazing Wheel until it hits 5 enemies or doesn’t disappear for a minute.
Damage: 26
Mana cost: 9
Velocity: 7
Use time: 13
(Electell’s Shadow Key: Zap key, unlocks a Virtual Storage in the Electell)

A lot of info approaches...
THE ENEMY SECTION HAS AWOKEN!
Here's the enemies. I'm going to copy the stats straight from the doc, but not the qualitative information.
Gamer Freaks: Enraged like a Mimic. Lives in the Tech Households here, and acts similarly to the Fire Imp. It shoots four projectiles, first being slices of cheese (simultaneously), then two computer mice, which do the same damage. The cheese has six shades of yellow following it like a rainbow, with the mice having rainbows (these fade like the leftovers of a defeated enemy). It then teleports around. The projectiles can be destroyed with any damage, like other Spell AI enemies.
Attack: 38
Life: 67
Def: 10
KB res: 100%
Drones: Flying AI, can inflict Confusion. Sometimes will be calling or texting someone, and these ones will drop the "Guide's Cell Phone" (Tooltip: "Hold on! Just one sec!" (that is a reference to my catchphrase when my parents call me when I'm doing a game thing, and might apply to others as well). They shoot shock waves as a ranged attack.
Attack:29 (melee) 38 (ranged)
Life: 150
Def: 12
KB res: 25%
Unlike Demons, these do not drop anything. You can craft the Electric City magic weapon with Spark Bars, or find a Book in Virtual Storages.
Electric Cell: Slime AI, in Expert Mode, it drops (as a fluid, not an item) Battery Acid, which can destroy platforms that aren't obsidian or phone.

Flying Security Cameras: Lavabats. Hard distinguish this from the last. Also annoying as jkskafhkgjksdlajgklsdjgklsdjgkls. Comes after 1 mechanical boss has been killed, along with Scrap Metal Drones.

I really am going to copy this from the doc again, because this is just too much.
This includes accessories.
Spark Bars: Crafted at an Electro Forge, which is the same thing as a Hellforge, just in Tech Households. Uses 3 miniature sparks (which are basically Hellstone) and 1 broken cellphone block. Makes 1 bar each recipe.
Electro Sword: 20 bars, inflict Spark for 5 seconds and Confusion for the next three.
Attack: 34
Use time: 29
KB: 6
“Zap, Zap, Zap”
Can be used in the Night’s Edge as an alternative to the Fiery Greatsword.
Electric Rage: Molten Fury of the Electric City, but will convert any suitable (not just wooden) ammo into Shocker arrows. Has a 40% chance to cause Confusion for 4 seconds and 20% chance to cause Spark for 6 seconds. Has a ⅓ chance of the arrows dropping as Shocker Arrows, which can be fired from any bow with the same effects and 12 arrow damage.
Attack: 34
Knockback: 2.5
Velocity: 15
Use Time: 15
Craft: 15 Spark Bars. Any anvil.
Laser Pickdrill: “Choose one, not three!” Emits light, causes Spark for 2 seconds on hit. Not recommended for combat.
Attack: 13
Use time: 16 (and Molten gets changed to 15)
Power: 100%
KB: 4, unless using the Laser or Drill part, in that case 0.
Acts as a Pickaxe, for the blocks that the Handlebar hits, it makes drill noises, when used on blocks that don’t touch the hitbox, shoots a laser. All mine at the same speed.
Insulation Skull:
Crafting: 20 Broken Cell Phone Blocks. Any anvil.
Protects from Fire Blocks and Electric Blocks (miniature sparks, spark bricks, etc.). Obsidian Shield also gets this effect.
Insulation Shield: Cobalt Shield + insulation skull. Tinkerer’s Workshop.
Has the effects of both.
Ankh Insulator: Ankh Charm + Insulation Shield
Protects from Bleeding, Poison, Cursed, Silence, Burning, Shocking, Knockback, Blindness, Weak, Broken Armor, Slow and Confused. Ankh Shield also gets every effect.
Conforming Staff: “Everyone else is doing it!”
Minion, 10 mana.
Summons an electric ball, randomly pulling out a cell phone near an enemy. The enemy goes over to the phone to regain life. After 1 second of regenerating 20 health, the ball goes over to the enemy.
The ball proceeds to stun an enemy doing 15 damage. Prevents the enemy from moving for 7 seconds, allowing you to attack it without being hit. Can only slow the Dungeon Guardian to ⅚ speed for 8 seconds. Dungeon Guardian regenerates 7 health instead. This is my coolest weapon so far (in my perspective). If you feel the stun power is OP, tell me.
Crafting: 18 Spark Bars, any anvil.
Drill Containment Unit.
Crafting: Same recipe as before, but with Spark Bars instead of Hellstone. Meteorite does not change, regardless of having a “fiery” touch. You can still craft it with Hellstone.
Spark Armor: Same recipe as Molten Armor, but switch the recipe for leggings and helmet for both armors (to make leggings 10 bars and helmets 15 bars).
Helmet: %5 damage, 3% attack and movement speed and 4% crit chance. 7 def.
Chainmail: %6 damage, 2% crit chance and 3% attack speed. 8.
These are legs, never had more than one type of these before.
Sneakers: %7 ranged damage, 4% movement speed and 5% ranged crit. 5 def.
Sandals: %7 magic damage, 2% movement speed and 4% magic crit. +40 max mana. 4 def.
Leggings: %7 melee damage, 1% movement speed and 3% melee crit. 6 def.
Boots: +2 Max Minion count, 4% movement speed,, 7% summon damage. 3 def.
Set bonus (for all lower parts): 5% movement speed, 3% crit chance and 2% damage boost. Boots add 1 more minion.

THE BOSS!
The Boss: The Supercomputer!
(Yes, this is copied from the doc, get over it)
Summoned when dropping the Guide’s Cell Phone into the City’s Battery Acid.
Supercomputer Monitor: The core of the Supercomputer. Can’t be attacked unless everything else is dead (not including Robots or Electric Bolts). Moves towards the other side of the map with the other three parts in front of it. Will teleport you if you get behind it.
Life: 1000 (not the entire thing)
No attack, but spawns more Robots and Electric Bolts.
Defense: 15
Boss, total KB resistance.
Does summon one Battery Charger every minute in its last stage. Shows a smile on the screen before it’s vulnerable, a mad face when it’s vulnerable and a sad face when it’s dying.
Drops: Same as WoF, except the Mask, Trophy and Treasure Bag. Treasure Bag will drop instead of everything in Expert Mode, one for each player. Opening will give regular drops, except having the chance of getting two or three of the Breaker Blade, Clockwork Assault Rifle or Laser Rifles, instead of only dropping one each time. Mask and Trophy have own design.
Super CD: a Spinning Blade that will charge at the player and go back to its original position. Goes on top of the other parts, in front of the Monitor.
Life: 6000 (shared with other parts, not monitor)
Attack: A whopping 50 damage
Speed: 15 blocks/s
Defence: 12
Attack rate: 10 times a minute. Very inaccurate.
Computer Tower: A large tower that floats, shooting Bolts at the player. Stands in the middle of the other two.
Life: Shared with CD.
Attack: 0 melee, 30 ranged.
Defence: 15
Super Mouse: A large computer mice that attacks by shooting the Mouse 3 out like a boomerang. Hangs at the bottom.
Life: Shared
Attack: 10 melee, 35 ranged.
Defence: 14
Supercomputer inflicts debuff “Get a life!”
Tooltip: I’m addicted, I can’t leave the screen!
Effect: Kills players who escape the City. Lasts until Supercomputer dies or the player dies.
Robots: Fighter AI Spawn during Supercomputer fight, a bit more often when the Monitor is vulnerable (still not too often). Shoots a Shock Blast, inflicting Spark for 4 seconds.
Attack: 30 when Parts above 4000 health, 40 when above 3000, 45 parts above 1000, 50 when Computer last stage (ranged). 20 melee, all time.
Life: 200 when monitor is not vulnerable. 300 if this is not true.
Defense: 20, 30 when monitor is vulnerable.
KB resist: 60%
Electric Bolt: Spawns during last stage of Supercomputer, in place of Leeches. These don’t seem to bother you much, as they have the spawn rate of Leeches, that don’t have a high spawn rate.
Attack: 40
Life: 250
Defense: 14
Battery Charger: Spawn during the last stage, healing the Supercomputer Monitor at a rate of 1 health per 2 seconds per charger.

Life: 250
Defense: 14
Battery Charger: Spawn during the last stage, healing the Supercomputer Monitor at a rate of 1 health per 2 seconds per charger.
Attack: 0 (just healing the monitor)
Def: 12
Life: 240
“The Supercomputer has been defeated!”
“The ancient spirits of light and dark have been coded into this world!”
And, if @Snickerbobble 's suggestion is implemented: "The tasty flavors of Sweet and Spicy have been coded into this world!"

The loot appears in a box made of Electronic Demonite or Electronic Crimtane blocks. Hellstone (bars) are added to the WoF drops, and Spark bars are added to the ScM drops.
Acronyms:

ScM: Supercomputer Monitor
ScT: Supercomputer tower
CD: The CD part
SM: Supermouse
If you have sprites, I'll use the reserved reply to add it in. I'll put the credits at the bottom of that reply, promise.
