If anyone has noticed this, Forceful & Strong modifiers on weapons does the exact same thing. (+15% Knockback)
I would like to suggest that the Strong modifier adds 5% Critical Strike Chance to make it have a bit of a difference.
I get this is a small suggestion, but once you get one of them on your weapon, it kinda makes the other modifier usless.
(Or I also suggest that you could just remove one of the modifiers all together)
