(This is more of a joke weapon than anything lol.)

The Heart Attack Gun

Obtained by : Killing the Moon Lord
Damage : None (Class non-specific)
Effect : The Heart Attack Gun, when charged and fired, releases a quick beam that causes an enemy's stats to violently and randomly fluctuate with a completely random chance that they will simply die. An affected enemy's moveset will also franticly fluctuate out of the norm, as if they were having a heart attack.

so, basically an endgame Zapinator? While I do think that is a cool idea in theory, why post moon lord? if you are trying to make this a reliably powerful endgame weapon, the random aspect is the wrong way to go. How much damage would it do? If its low, you have to gamble for the instakill for this to be useful (at which point a more reliable weapon to just deal the damage would likely be preferred), and if the damage is high then the "instakill" wouldn't really feel special or needed most of the time, since you were going to kill that enemy easily anyways.

So, this weapon would need to have low base damage in order for the instakill to feel special... making it useless against bosses. Because surely bosses would be immune to the instakill part. And if by stats fluctuate you mean random negative buffs, bosses are also immune to those too, including confusion... as is 70% of enemies according to the wiki.

Still, there are not many items that inflict confused, so it could be fun to mess around with?

It'd be fun, but I think endgame weapons should actually be decent, not just... This.
Also, this would be stupid when used against the dungeon guardian.

The idea was for it to just be a fun and potentially insta-killing weapon/tool for players to mess around with after killing the Moon Lord. When farming bosses after ML for one purpose or another I thought it might help to have something that could simply insta-kill. I think the stat randomizer aspect could be very interesting for players who want to mess with fundamental aspects of enemy programming.
