My current lore for the new addition is he's actually Caelis' very first Overseer, and as such is the realm's creator
he willingly stepped down from his position eventually and chose to stay in the realm, and eventually someone gave him a more limited version of his old powers
and now he lives in the Cold Bonds universe out of curiosity towards the Eternal Winters
