It clearly says "nuclear blast-proof", not "meteor-proof". It's raw explosion. Meteor is a dense, high-velocity hunk of rock.

How do I apply the CSS and background image to the character page?

Keep the CSS file and background file in the exact same folder as the character page and it should work fine. It at least works on my end.

The file or the folder? I don't know how to open either properly on apple devices as I've never used any myself, but you might be able to open the folder a download went into from a browser. If you haven't unzipped the file yet you need to do that first and it should put everything in a normal folder together.

My computer automatically unzipped it and put the zip in the trash.
Here's what the folder shows me when I right click it:
Open in New Tab just shows me the contents of the folder, and Quick Look just makes a window show up that shows the blue folder image and says how much data is in it.

I think if you go inside the folder and double-click the HTM file (In case you can't see file extensions, the HTM file is just called Roxas) it should open it in your browser, and the page should automatically load the CSS file from the same folder together with the background image.

(Also just in case you're wondering how the other images loaded, they all either pointed to TCF attachments or imgur uploads so I wouldn't need to put each file directly into the folder; I might use image sprites later on for at least the magic type icons, though that's more likely if I make icons for other magic systems as well)
The colors are the same as the ones I used in my PokeFarm Q site skin, and the background is the same as well. If I figure out how to make a working toggle of sorts to allow other themes I might make themes based on other Pokemon types as well (the current one is based on team Ice, mostly referenced with the aurora background).
Any opinions on the progress on the page itself? As in the text so far describing different things about Roxas.

I think what took the longest so far was just getting the infobox to work properly. I even had to look at Bulbapedia's infobox code (then ended up using a different method instead).
Luckily once I had it working I was able to get the rest done more easily. And I was able to make copies of the code for it to make other types of cards when I was making the Fantasized Reality character pages (they all use roughly the same CSS code, just with slightly different numbers for each)
