also just gonna bump this to you because I still have no ideas for Navy's Quality

Special abilities exclusive to that specific character, can be passive or manually activated (For Navy I specifically want the latter), here's a few random examples from my list

Marth - Drain: Can be used to take energy away from something (usually a person, but works on things like energy constructs as well), which can then be used to attack later. It does have a noticeable energy cost though.

Amery - Crystalize: Amery can capture almost any type of energy (with certain exceptions) in crystals, and can then create weapons like bows using the energy, with the crystals acting as a frame. This can even be done safely with Shadow Energy thanks to the gloves Amery wears.

Ventus - Project: Allows Ven to create projections of where his projectiles will go, as well as creating projections of what trajectory someone else's projectile had if that projectile has landed already.

Eclipse - Influence: If Eclipse manages to hold someone in place with his telekinesis for long enough, he gains limited control over that person’s actions.

Kino - Return to Sender: Allows Kino to reflect half the damage he takes from an attack, back at the person who used the attack.

Dusk - Shadowstrike: As long as this Quality is active, all attacks used by Dusk will pass through enemies' physical bodies. However, if an attack hits someone's shadow, it damages the person casting the shadow. The closer an attack hits to the center of the shadow, the more damage is dealt, and attacks used this way have very light armor-piercing. (-1 (D10)/-2 (D20) on armor boosts, or for damage reduction armor mechanics, -0.5 (D10)/-1 (D20) on failed defense rolls)

Liam - Attunement: Using this Quality, Liam can charge his arrows with elements from nearby magic users. This is also compatible with non-Floralian magic types like earth magic.

Socioapathy (Soulless) - When in emotional moments/moments that Navy would be emotional during if they had a soul, Navy gains a bit of "energy", which is stored where their soul would be. Once it takes up all the space a soul takes up, Navy can phase through solid objects, walls, floors, etc, and can go invisible, just like a ghost.
Psychonihilism (Has a soul/Soulful ig) - When in moments of extreme emotion or stress, Navy can form soulless duplicates of himself, up to 2 of them, which with the sole exception of not having a face, are identical and behave like soulless Navy. Navy controls them, seeing what they see, hearing what they hear, tasting what they taste. Their combat abilities are half that of the real Navy. These copies cannot use Socioapathy.

I hear some footsteps as I open my eyes, finding myself in a cave with one other person and a small tiger. I try to back away from both, but quickly realize I'm already about as far away from them as I can be in here.
The other person seems to notice how scared I am, and speaks up.
"Try to calm down a little. We're not going to hurt you."
"H-how do I know I can trust you?"
<Yeesh, relax, he's honest.>
In my mind, I jump and swiftly turn around. I wasn't expecting to hear someone else in here! Oh god, do I already have to manage two conversations at once...?
<Who said that?!>
<I did, obviously.>
Before me stands a robed figure, their red hair covering their right eye... their left eye is purple. They seem bored... I think.
At this point, I'm shaking a little. <...Wh-who are you...?>
<Name's Glitch. Just call me G when talking to others about me, it's for your own good.>
<Can I just uh... call you G the whole time?> Bit of a weird name, but probably not worth questioning...
<Honestly, I don't really care. Go ahead.>
I nod to acknowledge their response, and then remember the other conversation I was in.
<Uh- I should probably... get back to->
I turn back to the control panel to focus on what's going on around me. That was awkward... Is it just me, or did they seem kind of... hopeful when talking to me? That look in their eyes...

"S-sorry about that-"
"Don't worry about it, I understand. They can be a bit of a handful sometimes."
I hear a mildly annoyed sigh from Glitch behind me. "...Really? W-wait, how do you know that's what was going on?"
"You seemed distracted for a while there. It's more a guess than anything."
"Okay..."
I take a deep breath in an attempt to calm down. "Who are you again? I don't think you've um... I don't think you've introduced yourself yet..."
"Right. I'm Tiger, and this is Snow." He gestures at the small tiger next to him. That's definitely not going to get confusing... "And what about you?"
"Uh... I'm Roxas."
<That's just the first thing you could come up with, wasn't it.>
<Not really? It was already in my mind this whole time...>
"Well, nice to meet you, Roxas."
"N-nice to meet you as well... Is there anyone else in the area? Or is it just us?" Please let it be just us...
"We're the only ones in this cave, but there's a camp not far from here and there's other people there."
...Great.
"I can introduce you to a few of my friends there later, but for now you should take some time to process anything you need to process. Just let me know when you're ready."
"I- I will. I'll need a while first though..."
"I'll wait outside. Please take your time." Tiger smiles gently before turning around and leaving the cave with Snow.

How did I end up here? Why did I already have a name in mind when I woke up, and why did G seem surprised by that? There's so many questions, and I don't know which have answers...

and also just me reworking a scene from ancient RJITU that I've wanted to rework for a long time
Another planned short story based on RJITU will be for when Navy's soul got purified, which is something that happened off-screen because back then I never truly planned that, but now I know it did happen and for a few years already I've wanted to actually write it out

It's a little hard to explain, my only idea so far is something that would have a similar theme to their other special powers, which are loosely themed around computer glitches (mostly in the form of them messing with technology; each of those abilities either has a glitch-like aura or is a more direct reference (their illusion powers reference graphical glitches))
You could also try to go for something that you think could fit with Fragment but that might be a bit challenging as well

if they need to save a file they'll do it on their explorer's tablet, as saving files was a feature even on the very first versions of that thing
