(Could you not at least try to word it? This is talking through Roxas' perspective anyway. He's probably not gonna explain it right on his first try anyway unless he's literally a magical genius.)

[The way OC_Esther summons her weapon usually involves summoning it in its scabbard (this is why she always has it even though it usually appears to be empty), but she can also summon it already in her hand and ready to be used; the latter is what Roxas is basing his summoning attempts off of.
The reason he has more luck when he uses his Quality while summoning the weapon is because it allows him to focus on just getting it right without any potential distractions or emotions getting in the way.
He's also had more luck in the past when with Esther, most likely due to the motions already being familiar with her body compared to Roxas' own.]
(Roxas is basically using his light arrows, which he's very good at creating, as a sort of "base" to help him summon the sword. [In a way, kind of like using training wheels on a bike; he's even worse at summoning the weapon if he doesn't do this]
The arrow acts as a starting point for the hilt, and the blade has to be created manually. [This is why the blade's color is different for each form of the sword, but the hilt's color is almost identical for all of them] [This is also why the sword (at least its only current design) looks similar to an arrow]
As for how he's forming the blade, he's simply trying to shape light into the right form. While I would compare it to Amulet's Obsidian Arrows, which are made using Shadow Energy, I can't really consider it a good comparison as he didn't use a bow until recently. I'll still mention them here because they similarly take some effort to create.
The reason he has trouble summoning it consistently is most likely primarily a size difference. He's used to the arrows, which are formed pretty easily because of their small size, so he struggles to keep his focus on the process for the extra time needed for something like a sword. He can summon the knives more easily, if he wants to use the knives that is. Sadly it's rare for him to use those.
