I have all the materials instead of shark fins to craft megashark i did a little hole like on the photo in the ocean i am waiting like 30 mins there is still no sharks have spawned

What enemies are spawning? Can you make a screenshot of your map (the big one) with your position visible?

Hm, I too have issues getting sharks to spawn efficiently, including the minions for black/purple dye. The rate seems to be relatively low even at typical. Sometimes having a placed water candle can help, or even having a battle potion.

Try a wider hole, using platforms to span it, and stand on the platforms.
I think you are getting spawns, nearer to the bottom of the ocean, but they can't 'see' you to aggro them toward you.
I did a test of a similar setup, with battle potions, hunter potions (to see enemies), a water candle, and a coincidental blood moon. I could see the jellyfish and sharks near the bottom, but they were ignoring me. When I made the hole bigger (and placed platforms to stand on), they headed right for me.
