Not sure if this is a bug or a desired feature.
Actuators can be removed with wire cutters, but not the multicolor wrench.

This was the case pre-1.4 as well, so it's probably intentional. But it's a bit odd because it means you lose functionality with what should be an upgrade.

That was my thought as well.
It seems confusing to even add wire cutters to the recipe if you’re still going to need them.
