Torch luck not working at surface and space

The wiki says that placed torches at Surface and Space layers don't affect luck, only when held. Maybe it's an oversight or intentional.

This is probably because the surface purity (if you  are talking about the purity) and space doesn't have any torches that increase it, and torches don't decrease luck anymore.

Ohhh, I just noticed the "only when held part". In that case, then it probably isn't intentional
