Traveling Metchant in Journey Mode

Hello.
As i know there was a feature that when you freeze time in journey mode at Noon the traveling merchant was spawning immediately.
Now it's no longer works. So my question is:
Is that removed (if yes, why?) or i'm doing something wrong?

It’s not noon, it is dawn, and I beleive it was removed because it was a bug
 
Is there any fast option to re-roll the offer? Because speeding time and w8ing for him to spawn is pretty annoying :/
