PS4 Treasure Bags Not Dropping Correctly

I've been playing with some friends in expert mode and have discovered that whenever we defeat a boss, more often than not somebody else's treasure bag will drop to someone else. It seems to happen more often to the host than the other players. Whenever I host our world and we defeat a boss, my treasure bag won't even appear on my screen but one of my friends will have 2 bags drop for them.

I have a similar, albeit different issue with Treasure Bags. They're supposed to drop one for all players who participated in the battle, right? I'm in a playthrough with my brother and bosses are consistently only dropping one upon being defeated, even though we both are doing considerable damage to the boss.
