PC Troubleshooting Terraria Issues

So i got terraria 3 days ago on PC and I've been trying to join my friends but it wouldn't let me in and my friends can't come in my world everytime I try and join in there world it says requesting tiles, found world, requesting world data, requesting character data. ive deleted and reinstalled checked my internet and restarted my computer aswell as get them to restart the server nothings worked please help me
 
Terraria opens, shows black window for 2.5 seconds, CTD's silently without error box.

Running on Steam with Windows 10, PC x64 architecture.

Crash log generated with -logerrors and -logfile. Steam users can't figure out what's going on. I am not tech-savvy enough to figure this out.

Things I've tried:
- Reinstalling XNA Framework (no effect)
- Reinstalling .NET Framework (can't, computer came preloaded with higher than 4.8, no effect anyway)
- Reinstalling Terraria itself (no effect)
- Removing the CONFIG json (no effect)
- Disabling RGB support for all potential devices (no effect, I don't own any such devices anyway)

Things I refuse to try:
- Reinstalling Windows (I've done this before, I refuse to do it again unless my entire system is FUBAR'd)

What's going on here, and is it even salvagable?
