Ugh. No, it doesn't. Only if you speciy a certain time. Not an amount of time. If it's going to be released in 4 hours, it's going to be released in 4 hours.

If it's going to be released at 12:00 for me. And 02:00 for him, is a timezone difference.

It gives them the most time to do last minute testing and fix any bugs they may have missed and Steam generally allows games to push out an update for games after 12PM EST.
