Mobile Unable to connect to my server

Hello. I've made a Terraria server using my PC. I've set my IP to static and forwarded the port 7777 to my router and it still won't work. It says on the screen "connecting to the IP" and then "connection timeout"anything i did wrong?

This sounds like you have not managed to portforward succesfully. Can you tell us the internal IP of your PC and screenshots of your portforwarding interface?
 
Also, I should mention that my PC and phone aren't connected to the same router

So, to clarify - it doesn't work if you try and use your external IP, but it does if you are on the network and you connect to 192.168.1.5?
 
If you can't connect using either address, it's not a portforwarding issue - are you sure the server is running and not being blocked by a firewall?

OK, so now there is an issue with the portforwarding it seems. Your router config seems to be set up ok. Can you connect using your external IP?
