PC Very low spawn rates on server

On my server for me and my friends, we've had constantly low spawn rates. Went to grind for shark fins with a water candle, hardly any spawned. Went to the post plantera dungeon with a water candle and battle potion, in a wide open area, and hardly anything is spawning. We have nothing that should be decreasing spawn rates, and this is happening even across server restarts and when there's only one of us on. The only time we have even close to normal spawn rates is during events like the blood moon and solar eclipse
