Items Void Bag only works w/ Info Accessories on "open" state

Why do they only work if the bag is open to pick up trash? Is that a bug? it's so dumb!

I think it's either a realism feature or a side effect of something in the way the bag works. The realism option I'm mostly saying because it'd be kind of hard to, say, check a watch when it's in a closed bag. The other I'm saying because I don't actually know how the code works or if it's intentional.
