This may or may not be intentional, but war table banners cannot be placed on platforms the way that enemy banners can be placed in the new update.

Despite being called a "Banner", the War Table Banner is not the same type of furniture as the normal combat banners and is not included in that change. In particular, those banners were changed mostly to simplify arena builds, and the War Table Banner has no mechanical impact.

If we were to change this in the future, it would simply be a new feature change, and at this time, it not being placeable on unhammered platforms is to be expected.
