Weapon reforging is a game mechanic which I believe has a lot of missed potential. Due to each class having an undisputed best reforge (Legendary, Unreal, Mythical, Ruthless), all of the other reforges are pointless.

Many reforges could be reworked to be sidegrades of the current "best" reforges, rather than strict downgrades. For example, the "Massive" modifier only has an 18% weapon size increase, compared to 10% from the "Legendary" modifier, and it has none of the other benefits. If the "Massive" modifier instead gave a 30% size increase, it would be something worth considering, as it would be easier to hit enemies than with a "Legendary" reforge but it would still have significantly less dps.

This rework would encourage players to experiment with different modifiers to see which is best for their situation, and it would allow two otherwise identical weapons to behave in somewhat different ways, spicing up game balance and making the reforge mechanic much more fun.

Here are some initial suggestions for modifier reworks:

- Massive (18% -> 30% weapon size)
- Rapid (15% -> 30% speed)
- Powerful (15% -> 40% damage
& -10% -> -20% speed)
- Masterful (-15% mana cost -> -35% mana cost)
- Forceful (15% -> 30% knockback)

All of these allow these modifiers to compete with legendary, unreal and mythical while enabling different playstyles
 
The problem I see with this is that there's still going to be a "best" reforge for any given weapon. This just makes the "best" reforge harder to identify, resulting in more visits to the wiki.

You can say that about weapons too. There’s always a “best” weapon, but when one’s not super obviously better than something else looking at you Terra Blade you’ll have to check the wiki.
More options is much more fun than gambling for Legendary/Unreal/Mythical/Fabled even if balancing properly is impossible due to human error.

The "best weapon" depends on what the player wants in a weapon. Say you're preparing to fight moonlord and you're choosing your weapon. You could go with the Terra Blade if you want to play safely, Starlight, if you're insane and just care about damage, or Solar Eruption if you're somewhere in the middle. This is a real choice and depending on which one you pick you will likely fight moonlord slightly differently.

The best reforge is largely determined by its contribution to a weapon's DPS. The kind of basic stat changes they provide are not meaningful enough to alter how a weapon plays, they simply give it a damage boost. If you wanted reforges to change how you play a weapon, they would need much more significant and unique effects.

Examples:
Vorpal - Deal 2.5x damage to enemies at full health
Hexing - +30% damage to enemies with debuffs on them, -30% to enemies without debuffs on them
Rogue - Critical hits deal twice as much

It probably would be better to have more interesting reforges like the ones you suggested here.
