1. Windows Virtualstore issue - usually happens if you have Steam installed in the Program Files directory. You might want to move the Steam directory out of it (and update your shortcuts). Restart Steam once you do.
2. Actual memory issue. If you want to play Terraria optimally you should have 2GB of free memory. Verify that you have at least 1.5GB free (by using the Program Manager). Try closing some open programs and try again.
3. The system may need to be restarted to finish pending updates, but in case, try restarting anyway, and try starting Terraria without any other programs open.
4. Terraria (or one of its necessary files) might be corrupt.
Right-click on the Terraria entry in your Steam Library, and go to "Properties..."
Go to "Local Files".
Click on "Verify integrity of game files..." and let Steam do its thing.
