I CHANGED THE CONFIG AND IT STILL WONT WORK
 
Just to verify, if you reopen your config, did the usexperiementalchanges being set to true save? Double check your config file to make sure that it saved and is set to true. Then when creating a world after a name it should prompt for a seed. At least, that is the intended behavior. If it did save, and is set to true, could you explain how your experience differs from what is expected?
 
Yes i checked and it saved
and how i did it was opened the config in notepad find use experimental features and changed it to true
but i am using t mod loader that might be related i dont know
 
Yes that would be the reason. Seeds are a vanilla feature only at this point in time. It's up to the developers of tmod loader if they want to support it or not. You may want to check in their thread or make a post in the mod section to investigate this further.

Only when running vanilla Terraria and being unable to see the seed input would this be an issue.
