Where is the banlist.txt file on tmodloader

I accidentally banned my friend in a tmodloader 1.3 world. I have looked for like an hour but i just cant seem to find the banlist. So where in my files is it located? And also if it matters i have tmodloader from steam.

It's in the install folder. steam has a button that can open the folder from the game properties menu, but it is likely C:\Program Files (x86)\Steam\steamapps\common\tModLoader
