This sounds like a noob question and I feel even more nooby asking, but as they say: "There is no such thing as stupid questions, only stupid answers".

What banners provide buffs ?
What buffs do those banners provide ?
How do I use the banners/make them work ?

Right now on consoles, the banners are purely decorative items. They are random chance drops.

With the 1.3 update (that Xbox One and PS4 will receive later) banners are dropped for every 50th kill of a particular enemy on that world. When placed to hang from a block, the banner gives a buff to the player against that particular enemy. Extra defense against it and extra damage when you attack it - within the buff area.

Yep. 1.2.4 or earlier (that's the version console's on) has no buffs for banners.

Sick of hearing this now and I swore I would never write this (again) but, I CANT WAIT for 1.3
