At first I thought the answer was easy, but now that I am thinking about it a bit more, it's suddenly a lot harder to decide.

Both have extremely high mobility and health.
The Hemogoblin Shark is essier to cheese with platforms.
But the Eel is susceptible to piercing damage.

What do you guys think?

I'd say if you're not using a dedicated cheese arena, Hemogoblin Shark is way more threatening than Blood Eel on average. It has a weird AI that's harder to get used to, moves faster, shoots projectiles, and takes longer to kill.
Blood Eel is just a slightly stronger Wyvern. If you can beat Wyverns consistently (which you should be able to by the time you're blood moon fishing in early Hardmode,) you shouldn't have much trouble with Blood Eels.

I also personally think cheese arenas shouldn't count because many people (like me) can't figure that stuff out on their own without looking it up.

I generally have a harder time with the hemogoblin shark compared with the blood eel. The blood eel is mostly like a faster wyvern. With wings and boots, it can be easy to counter the pattern it moves in.

With the goblin shark, it's projectiles and rapid movement aren't as easy to dodge or predict. Would say the goblin shark is stronger. Most of the time I won't have a dedicated arena for blood moon fish enemies.

I've been killed by the shark twice but never by the eel. I was wearing the angler set in master mode and didn't take the Hemogoblin seriously, twice, so I was basically begging for death. Shame on me. I learned to switch to my defensive set quickly after that second encounter.

From my point of view, the blood eel always does pretty much the same thing, whereas the shark's relative unpredictability makes it more dangerous. So although the blood eel is a bit tougher, I'm more likely to run into trouble with the shark.

i can deal with blood eels fairly consistently, because despite their speed they do seem to need quite a lot of space to turn around, whereas hemo sharks not only run at you at mach jesus but also have pretty good mobility and have definitely killed me more than a few times before
(also, blood eels drop the Drippler Crippler which is one of the most OP weapons in early hardmode, whereas i don't think hemo sharks drop anything too useful, so, alongside their obnoxious hurt sound, that's another reason to hate hemo sharks)

Hemogoblin Sharks not phasing through blocks does a lot.

Just a box and he's completely harmless. Definitely takes longer to kill, though, but this setup has the advantage of letting you stack a bunch of non-eel, non-dread enemies and just pick them off all at once later. If we're fighting normally, Hemogoblin's harder to dodge and more annoying to kill, but I'd still consider Blood Eel more threatening due to damage, and due to its higher speed you really do have to stay under the eel to dodge it consistently. With other enemies around, Blood Eel restricts your movement more.
