update: i got impatient and ended up wiping my pc. started it as a new pc without carrying over anything from other devices or backups (there wasn't anything important) and immediately steam and terraria and ran it like normal. ended up working in the end!

hey yall i just got this pc a couple weeks ago and tried to run terraria but wasn't able to run it. launching directly from steam leads to the windows installer window popping up and then disappearing, but ultimately nothing happening. Running steam as administrator doesn't change that outcome unfortunately. I can't seem to run the terraria.exe file or the download wizard as administrator. the log file looks like it can't download the XNA redistributable, so I attempted to run the installer by itself in the local files, which ends up staying stuck on the download in the setup wizard (attached). The log file screenshot is from before where I was able to get past the windows installer window by reinstalling windows, but it should still be applicable. The last screenshot is from appwiz.cpl just to show that I have the visual C++ programs added (or I think that's how it works bc it also shows up when I try to uninstall- which ends up having a different problem where the uninstaller/repair gets stuck, much like the setup wizard). Verifying the game files states that one file is missing but then nothing happens? An install occurs, but verifying again leads to the same result.
I've been racking my brain to try and fix this and searching as much as I can, but I can't seem to figure it out, so any help would be greatly appreciated! Terraria is the only game that isn't properly running on my computer (so far, hopefully not more) and I don't fully understand why.
