Gray Zapinator is in trouble. His shots are random, sometimes you aim to one side and go to the other, other times the shot goes very slowly, other times he changes sides, it's very problematic ...

no, that's how its supposed to work

the tooltip says 'it might be broken' referencing the glitchy nature of the projectiles

Yep, that's intentional. The Zapinator is based off the NES Zapper, which was known for being unreliable and inconsistent.
